The use of weapons of mass destruction against civilians is a crime against humanity and a violation of the four Geneva Conventions of 1949.
By killing civilians, the aggressor's forces continue to commit crimes against humanity as defined by the Statute of the International Military Tribunal and the Rome Statute of the International Criminal.
The court cynically disregards all the requirements of the Geneva Convention relative to the Protection of Civilian Persons in Time of War. According to these norms, deliberate attacks on civilians who are not directly involved in hostilities are equated to war crimes.
The taking of civilian hostages is a direct violation of Articles 3 and 34 of the Geneva Convention about the Protection of Civilian Persons in Time of War, Article 9 of the International Covenant on Civil and Political Rights and Article 5 of the European Convention on Human Rights.
As of March 13, 2024, since the beginning of the Russian invasion of Ukraine, 535 children have been killed, and more than 1254 children have been injured. Due to the active hostilities in affected regions, inspecting the areas of shelling and destruction is impossible.
In Ukraine, at least 11 civilians were killed, and 80 more were injured by the Russian military on March 11 — 12 as a result of Russian aggression. Information is based on the data provided by regional military administrations.
Dnipro and Region
On the evening of March 12, the Russian military launched a missile attack on the city of Kryvyi Rih.
As a result of the strike of the Russian Federation, two multi-story residential buildings were damaged. There is information about five dead people. Forty-three people were injured, including ten children.
On the evening of March 11, the Russian military fired artillery at Nikopol and the Chervonohryhorivka community. A 49-year-old man and woman aged 42 and 48 were injured. Eighteen private houses, farm buildings, a shop, cars, gas furnaces and power lines were damaged.
Zarichne was shelled with artillery, and two civilians were wounded. Two more were wounded in Pereizne, where shells hit a private house.
Donetsk and Luhansk Region
On March 12, Russian troops shelled Myrnograd, probably using the ‘Grom-E1” hybrid air missile. The shell hit a residential area. Five people were injured. The victims have mine-explosive injuries, head and body bruises, as well as fractures. From under the rubble of one of the buildings, rescuers retrieved two dead people. As a result of the shelling, four multi-story buildings and nine vehicles were damaged.
On the night of March 12, the armed forces of the Russian Federation hit Selydove with six S-300 missiles. Two sisters, aged 30 and 35, were injured as a result of one of them hitting the territory of a residential area. Both women were taken to the hospital with mine-explosive injuries, cuts and bruises. At least 18 private and 14 high-rise buildings, administrative buildings, two garages, five cars and power lines were damaged by the impact of the weapons.
Kharkiv and Region
On March 12, the village of Odnorobivka, Bogoduhiv district, was shelled by mortars, artillery, and a helicopter. Damaged houses, farm buildings, railway station. A man born in 1968 was injured.
On the night of the same day, the armed forces of the Russian Federation carried out an airstrike on the residential quarter of Kupiansk. As a result of the shelling, apartments in a five-story residential building were on fire. According to the preliminary information, the occupiers dropped a guided aerial bomb on the city.
As a result of the shelling of the city of Vovchansk, the building of veterinary hospital, private households and farm buildings were damaged. In the village of Podoly, an outbuilding and two cars were damaged by artillery shelling.
On March 11, Russian servicemen shelled the village of Glushkivka, Kupiansk district. A civilian was killed, and three others were injured. According to preliminary data, the shelling was fired from artillery. On the same day, the enemy repeatedly attacked the city of Vovchansk. Damaged private homes, garages and premises of civil enterprises. A 66-year-old civilian woman was injured. She was taken to the hospital.
Kherson and Region
Three people were wounded in the Kherson region yesterday as a result of enemy shellings. Oleksandr Prokudin, head of the Kherson regional military administration, announced this. According to him, the Russians shelled the residential quarters of 15 settlements in the region on the last day. In Kherson, eight high-rise buildings, two private houses, an administration building, an outbuilding, and a garage were damaged. Hits to farm buildings and agricultural machinery were recorded in populated areas of the region.
Sumy and Region
On the night of March 13, Russian troops attacked the city with unmanned aerial vehicles of the Shahed type, one of which hit a five-story residential building. As a result of the impact, there was a fire, and one entrance of the building was destroyed. At least 30 apartments were damaged, 15 of which were utterly destroyed. The bodies of two dead people have been recovered, and the search and rescue operation is ongoing. It is also known about eight were injured as a result of the attack.
On the morning of March 12, invaders from the territory of the Russian Federation carried out six airstrikes on the civilian infrastructure of the Velyka Pysarivka community. As a result of the enemy attack, a private house in which a woman and her five minor children were staying was damaged — the oldest boy is 12 years old, and the youngest girl is four years old. All family members were affected and needed medical assistance. At least five private houses and cars were also damaged.
On March 11, the enemy launched rocket attacks on one of the settlements of the Okhtyrka district. Objects of civil infrastructure, including an educational institution, were destroyed. At the time of the attack, there were children in the shelter.
Zaporizhzhia and Region
On March 11, Russian troops shelled the territory of Stepne village of Zaporizhzhia region. According to preliminary information, the enemy used missiles of the Iskander M type. A resident died as a result of the enemy attack. The blast wave and debris damaged civil infrastructure.
On March 12, the Russians launched artillery strikes at the front-line settlements of the region. In the afternoon, they shelled Hulyaipole and injured two residents — 63 and 77 years old.
Government Office for the Coordination of European and Euro-Atlantic Integration
