EU Parliament adopts resolution to support Ukraine with weapons until victory

The European Parliament adopted a resolution in support of Ukraine on the second anniversary of the full-scale invasion of the Russian Federation. MEPs call for arms to be handed over to Ukraine for victory.

451 European deputies supported the resolution, 46 were "against", and 49 abstained. The European Parliament emphasises that for Ukraine to win, there should be no restrictions on military aid to Ukraine.

In particular, MEPs call on EU countries to provide Ukraine with artillery ammunition, air defense systems, long-range missiles, including TAURUS, Storm Shadow/SCALP, various types of artillery, as well as drones and weapons to counter them.

In addition, the resolution states that all EU and NATO allies must support Ukraine militarily by no less than 0.25% of their GDP per year. EU countries are also called to start negotiations with defence companies to ensure increased production and supply of ammunition, projectiles and missiles to Ukraine.

European deputies also called on the US House of Representatives to approve the financing of aid to Ukraine.

The resolution also emphasises the importance of confiscating frozen Russian assets to use them to rebuild Ukraine.

Russia should be obliged to pay the reparations imposed on it in order to ensure a significant contribution to the reconstruction of Ukraine, the document says.

MEPs call on the EU to maintain and expand its sanctions policy against Moscow and Minsk. In particular, it is about:

  • Banning the import of Russian uranium and metallurgical products to the EU

  • the termination of nuclear cooperation with the Russian Federation and the introduction of a total embargo on the import of Russian agricultural and fishery products

  • introduction of a complete embargo on importing fossil fuels and liquefied natural gas transported by sea through pipelines.

Approval of financial support for Ukraine

On Feb. 1, at the EU summit, all 27 member states agreed on a multi-year aid package for Ukraine — Ukraine Facility.

Of the €50 billion, €17 billion are grants, and €33 billion are loans.

On June 20, 2023, the European Commission proposed creating the Ukraine Facility for 2024-2027 for €50 billion through grants and loans.

In Oct. 2023, the European Parliament made appropriate changes to the EU budget to finance the fund.

In Dec. 2023, EU leaders approved the fund's creation but could not agree on allocating €50 billion, as Hungary blocked the decision.
