Hundreds of Ukrainian companies with a "Russian footprint" won state tenders worth UAH 16.2 billion — YouControl

Thanks to a new study by the YouControl R&D center, it became known that over the past decade, more than 300 Ukrainian companies related to Russian business or registered in the Russian Federation have become winners in 22.5 thousand public procurement procedures, receiving contracts for a total of UAH 16.2 billion.

What is important to understand is that most of these companies are registered in the capital of Ukraine.

  • Notable winners of tenders with Russian ties include companies like EKO-BUD-TRADE LLC, PE VKP ALFATEKS, and LLC CRYOGENSERVICE, among others, with significant procurement amounts attributed to their operations.
  • Furthermore, the report underscores the involvement of individual entrepreneurs with 'pro-Russian' affiliations in winning government contracts, underscoring the diverse range of entities benefitting from the procurement system in Ukraine.

YouControl analyzed the activities of Ukrainian companies with a "Russian footprint"

As part of the new analysis, data from a sample of the previous study on 40,094 Ukrainian companies and 836 individual entrepreneurs who own businesses in Russia or re-registered their companies during the war and have an indirect connection with the Russian Federation based on the results of YouControl's "Express Analysis" factors were filtered for participation in public procurement procedures.

The geography of companies with a "Russian footprint" looks as follows: a record number of such companies are registered in Kyiv — 77 enterprises, another 22 — in the Kyiv region, as well as:

  • Donetsk region — 37 companies,

  • Zaporizhia region — 36 companies,

  • Dnipropetrovsk region — 34 companies,

  • Kharkiv region — 32 companies.

The biggest winners of tenders with a "Russian footprint"

  • "EKO-BUD-TRADE" LLC — won tenders for UAH 8.14 billion, but is currently in bankruptcy.

  • PE "VKP "ALFATEKS" — received contracts for 1.9 billion UAH. The company belongs to Poltava Regional Council deputy Mykola Koretsky.

  • LLC "CRYOGENSERVICE" — won 7,800 tenders for 1 billion UAH. The owner of the company is associated with the Russian "CRYOGEN-YUG", registered in the occupied Crimea.

  • PJSC "Central Fuel and Oil Plant "MYRNOHRADSKA" — received UAH 886 million through state procurement. The company is related to "VOSTOK ENERGO", registered in the temporarily occupied Donetsk region under Russian law.

  • "PAMPAD" LLC won 595 tenders for UAH 206 million, and its owners are participants in a similar company in the ORDLO.

  • PJSC "DNEPROPETROVSK AGGREGATE PLANT" — received contracts for over UAH 179 million. Its minority owner is the Russian company "Shturmovyky Sukhoi", which produces Su combat aircraft.

Over the past decade, the number of companies with Russian ties winning government tenders has almost tripled.

What is also important to understand is that in addition to legal entities, 42 “pro-Russian” individual entrepreneurs also won in government procurements — they received contracts worth over UAH 40 million.

  1. Andriy Ivanovich Debda, an individual entrepreneur, won 158 tenders for UAH 7.5 million;

  2. Individual entrepreneur Dzharty Olga Vasylivna — won 4 tenders for 104 thousand UAH.
