The conscripts' e-register "Oberig" starts its work in Ukraine

The Ministry of Defense, AFU General Staff, territorial recruitment centres (TRC), and other structures have access to the electronic Register of conscripts "Oberig", which has become operational in Ukraine. Conscripts can only check their data, so they must contact the TRC.

E-register of conscripts "Oberig": what is known

The electronic register of conscripts, "Oberig", is already operating in Ukraine.

The history of the Unified State Register of conscripts, service members and reservists began in March 2017 with the adoption of the relevant law. The register was formally launched in March 2022 but without a complete database.

The Minister of Defense of Ukraine, Rustem Umierov, said at the beginning of September that " Oberig " means the complete digitalisation of processes to convert everything into digital, from electronic tickets to documents of military medical commissions. In addition, the registry will prevent any risks of corruption.

The unified register is an electronic information system for the collection, storage, processing and use of data, created to ensure the military registration of citizens of Ukraine.

The tasks are:

  • keeping military records

  • planning and implementation of mobilisation and contracting activities

  • information provision of military pensioners and family members of the deceased with information on military registration

Administrators of the register are designated regional TRCs and operational commands. District and city procurement centres fill it.

Thanks to "Oberig," it is expected that it will be possible to quickly identify Ukrainians who are not on the military register.

The fullness of "Oberig" with data

Back in the fall, the Ukrainian mass media wrote about the actual readiness of "Oberig" and about the fact that the majority of conscripted Ukrainians are already on the register. This, in particular, was facilitated by digitising processes based on the "Diia" service.

The spokesman of the Ground Forces, Volodymyr Fityo, reported that "Oberig" has already started working.

But it is not yet synchronized with other state registers. When the relevant bill is adopted, in most cases the need for notification measures will simply disappear, because various databases will be synchronized, he noted.

Kateryna Chornogorenko, Deputy Minister of Defense for Digital Development, Digital Transformations and Digitalization, clarifies that "Oberig" is a database of conscripts who can be mobilised. And there is no data on active service members there.

She compares it with the passport register or the single demographic register with the personal data of Ukrainians. Currently, data is being exchanged with large state registries.

The planned work on "Oberig" has been completed, we have increased the register by 750,000 records, verified the data to 88%, Chornogorenko added.

What will change the launch of the Register of Conscripts

After the synchronisation of databases, there will be no need for notification measures in most cases.

We will see, for example, that a citizen was registered in Kyiv, but now he works in Lviv, because the tax on his salary — personal income tax — is paid to the Lychakiv district of the city of Lviv. Accordingly, then it will be a simple appeal to the owner of his enterprise, of any form of ownership, that this citizen needs to appear at the Lychakiv TRC of the city of Lviv. And the head of the enterprise will be obliged to personally deliver this conscript to the TRC, Volodymyr Fityo said.

Before that, the electronic database at the TRC allowed people to be alerted anywhere in the country, i.e., for example, a person from Sumy could be served with a summons in Odesa. Now, the digitised case can be seen by the TRC in another region. There is no synchronisation with other registers yet. As soon as it works, all issues with visiting sports clubs and restaurants and handing out summonses at roadblocks will disappear.

This will simplify the mobilisation of resources — both human and transport, and much more. We are currently spending a very large amount of human resources specifically on the implementation of warning measures, the representative of the Ground Forces added.

Kateryna Chornogorenko notes that the Cabinet of Ministers has proposed to launch the possibility of military registration through the Centers to provide administrative services. And new electronic services will be found at the "Oberig" base, for example, to reserve conscripts.

What data and where is it from "Oberig"

The register contains information on all conscripts, conscripts and reservists aged 18 to 60 (from 17 in case of the adoption of draft law No. 10062).

The following data are entered into it:

  • Full name, date and place of birth, gender, citizenship

  • place of residence

  • marital status (having children or not)

  • education, profession, place of work

  • health status

  • military accounting speciality

Also, information about parents, details of domestic and foreign passports, personal identification numbers, digitised facial images, data on travel abroad, criminal records, etc., are entered into the register.

After adopting bill No. 10062 by Verkhovna Rada, that list will be supplemented with phone numbers, e-mail addresses, information on foreign language skills, the right to own weapons and a driver's license. As of December 2023, the document has only passed the first reading.

"Oberig" is filled with data from other registers. In the first stage, there is interaction with the bases of the Ministry of Finance, the Ministry of Internal Affairs, the Ministry of Education and Science, and the State Judicial Administration. In the following stages, the exchange of information with the registers of the Pension Fund, the Ministry of Health, the Ministry of Social Policy and other agencies is established.

One of the key ones is the Register of Individual Taxpayers. It has collected information since 1994, and it is the most complete and abverifyion of data in other registers.

It should be noted that the consent of conscripts to the processing of personal data for "Oberig" is not required. At the same time, Ukrainians must provide only reliable information about themselves.

How does "Oberig" work, and who has access

Before " Oberig " was launched, all information about a person in the Military Commissariat was stored in "folders". The first task was to digitise the folders and enter them into the system to make the information available online.

And when you come to the military commissariat, so that it is all in your case and you don't have to look for this information. Then, immediately in real time, it is clear for the Armed Forces of Ukraine, and what is happening with mobilisation in general, and how many conscripts there are, and where they studied - that is, in order to make some kind of forecast," explains the vice-prime minister of digital transformations Mykhailo Fedorov.

It is about automating the TRC work to remove queues, windows, etc. On the other hand, we are talking about qualitative data that will allow us to decide how many people to mobilise, who exactly is needed, and so on.

According to Fedorov, a man must notify the military commissariat when he marries. The registry will allow receiving such data automatically. It is unnecessary to come to the TRC every time to inform it of such changes.

Simply put, there is no interface for people to communicate with military commissars through the register. "Oberig" only automates the communication between the TRC employee and the conscript since there is no need to "run and get a folder with documents."

The Ministry of Defense, the General Staff of the Armed Forces, the Security Service of Ukraine, the Foreign Intelligence Service and the TRC have access to the registry.

If data about a person is entered for the first time, a separate entry number is created in "Oberig". The time, date and information about who made the entry are recorded. Data in electronic cards about each person must be stored for life and deleted after 105 years from birth.

The TRC operator cannot access other registers directly and only forms a specific request through "Oberig". For example, if a student needs to bring a certificate from the place of study, it is necessary to contact the university, get a document with a seal, and then go to the TRC. Upon request, the single register will allow checking whether this person is studying full-time and entitled to a moratorium.

Regarding the access of conscripts to the registry, today, there is only the possibility to check information about oneself. Moreover, the conscript must contact the TRC and personally submit a written request.

Draft law No. 10062 provides conscripts access to "Oberig" through an electronic cabinet. And even then, it will be possible to check data remotely and submit information about yourself to the TRC.

If the data is not in the register, will the TRC "lose" a person?

As Deputy Minister of Defense Nataliya Kalmykova stated, it is possible to identify conscripts, even if they have not updated their data in the TRC or are not in "Oberig".

Even if a person is not in the Register of conscripts — there are other registers, by which we will find them in any case, she said and noted that everyone in the modern world leaves a digital footprint.

For example, the Ministry of Health will transfer data about the phone number, e-mail, and information about the state of health — everything the family doctor entered into the database.

The Ministry of Internal Affairs will transmit the following information:

  • presence (absence) of a criminal record;

  • information about the ownership of the vehicle;

  • driver's license information;

  • weapons permit.

The State Tax Service will provide employment data (enterprise code, place of work, position). The Ministry of Education — about where a man studies, when he graduates, or obtains a second higher education.

In addition, the system will have an electronic office, an electronic military ID and an electronic account book. Thanks to data exchange, "Oberig" will show what services a person uses and where he is. According to Kalmykova, conscripts will be able to be tracked online.

Such measures are extremely necessary. With the help of the "Oberig" system, we will know what services a person uses and where he is. We will also have all the information that is in the "Diia" application and even more: buying a car, where the man works, vaccinations, whether he is getting a second higher education, where he lives, information about his parents and marital status, she added.
