The European Commission stressed that the Polish authorities must ensure the free movement of Ukrainian trucks at border crossings. This is stipulated in EU legislation.

The European Commission warned Poland

The European Commission may initiate criminal proceedings against Poland if the authorities do not resolve the issue of carriers blocking checkpoints on the Ukrainian border.

This is reported by RMF 24.

The European Commission emphasized that by EU legislation, the Polish authorities are obliged to ensure the free movement of Ukrainian trucks at border crossings.

Officially, the European Commission does not want to comment on the measures it can take against the Polish authorities, as it assures that negotiations with Poland and Ukraine are ongoing.

The European Commission is still in contact with the authorities of both countries, we cannot comment on potential measures, as discussions are ongoing, the spokesperson of the European Commission told RMF 24.

Border blockade by Polish carriers

Last week, Polish carriers began blocking three checkpoints on the Ukrainian border.

They noted that they can unlock the checkpoint only if:

  • return of permits for Ukrainian transporters;

  • strengthening of transport requirements within the framework of ECMT (certificates of the European Conference of Ministers of Transport);

  • prohibition of registration in Poland of companies with capital from outside the EU;

  • obtaining access to the Ukrainian system "The Way";

  • separate queues for cars from the EU in the "eCherga" [means “Electronic Queue” - Ed.] system;

  • allocation of different queues for empty vehicles.

On November 13, Polish transporters refused to unblock the border with Ukraine following negotiations with Ukrainian officials.
