Later, Scholz announced the signing of the agreement. Germany became the second country to sign a security agreement with Ukraine — Britain was the first to do so in January.
The agreement includes diplomatic, economic and military measures in case of new Russian aggression. The contract is signed for ten years with the possibility of extension.
Germany will support Ukraine in building a modern Armed Forces to prevent future Russian aggression.
Germany also undertook to help in the civil sphere, in particular, demining and reconstruction. In exchange for guarantees, Ukraine must continue the reforms leading to the EU.

In the event of a future armed attack by Russia on Ukraine at the request of any of the Participants, the Participants will consult within 24 hours to determine the appropriate next steps.
Germany confirms that under such circumstances, acting following its legal and constitutional requirements and by international and European law, it will provide Ukraine with prompt and permanent assistance in the field of security, modern military equipment in all necessary areas, and economic aid, if necessary, will seek agreement in the EU regarding the imposition of financial and other costs on Russia, and will also consult with Ukraine regarding its needs during the exercise of its right to self-defence enshrined in Article 51 of the UN Charter.
To ensure the broadest and most effective collective response to any future armed attack, Germany and Ukraine may amend these provisions to align them with any mechanism that Ukraine may eventually agree to with other international partners, including the parties to the Joint Declaration from July 12, 2023.
Germany will continue and, if necessary, expand its support in strengthening the potential of the personnel of the Security and Defence Forces of Ukraine, in particular, but not exclusively, within the framework of the EU Military Assistance Mission. Germany is committed to providing individual and collective training for the Ukrainian military, including training of instructors programs, particularly on German-supplied weapon systems. The training will also contribute to increasing interoperability with Euro-Atlantic partners. Training will occur in close cooperation with partners from the EU and NATO and following current national legislation, EU legislation and international law.
Germany will also provide, upon request, training and education for instructors of law enforcement agencies, such as the National Guard of Ukraine and the State Border Guard Service of Ukraine. It will continue to provide material support to partner law enforcement agencies.
At the briefing, Zelenskyy reminded that before the full-scale invasion, Ukraine called to provide it with weapons and implement preventive sanctions.
Before that, the President's Office announced the start of negotiations between the countries' leaders. Zelenskyy and Scholz planned to discuss further support for Ukraine in the defence, political and financial spheres.
