Ukraine's government proposes to ban transport ties with Russia for 50 years

Ukraine's Cabinet of Ministers intends to submit to the National Security and Defense Council (NSDC) of Ukraine a proposal to ban all transport bonds with Russia for 50 years.

What sanctions are planned

Thus, according to the Law of Ukraine "On Sanctions", the government proposes to approve and submit within ten days for consideration by the NSDC proposals for the application for 50 years of such sectoral special economic and other restrictive measures (sanctions) that correspond to the principles of their application, established by the Law of Ukraine "On sanctions", to the transport sector of the Russian Federation.

These offers include the following restrictions:

Prohibition of direct air traffic with Ukraine. It is proposed to introduce a ban on any natural or transit flights through the airspace of Ukraine for aircraft owned or operated by residents of the Russian Federation, state-owned companies of Russia, companies registered or created following the legislation of the Russian Federation, as well as companies whose ultimate beneficiaries are residents of Russia.

Prohibition of entry into Ukraine of motor vehicles (buses, trucks with or without trailers and semi-trailers) registered on Russia's territory.

Prohibition of entry into Ukraine of any railway transport. The Cabinet of Ministers proposes to establish a ban on the entry into Ukraine of any railway rolling stock, including wagons, locomotives and motor vehicles belonging to persons associated with the aggressor state. This ban will also apply to railway rolling stock registered or taken into account by the railways of the Russian Federation.

Prohibition on swimming in inland waters. According to the order, it is proposed to introduce a ban on staying in the internal waters of Ukraine and entering the seaports of the country for the following categories of vessels:

  • sail under the flag of the Russian Federation;

  • visited ports located in the temporarily occupied territories of Ukraine;

  • are under the supervision of the federal autonomous institutions "Russian Maritime Register of Shipping" (Russian Maritime Register of Shipping) and "Russian River Register" (Russian River Register);

  • shipowners who are citizens of the Russian Federation or companies registered in the Russian Federation, as well as persons to whom sanctions have already been applied.

Non-recognition of qualification documents. The order of the Cabinet proposes not to recognise qualification documents, medical certificates and other documents of sailors issued by Russia in the temporarily occupied territories of Ukraine.

Also, Russian sailors should be prohibited from working on ships that sail under the flag of Ukraine and also have documents provided for by the International Convention on the Training and Certification of Seafarers issued in the temporarily occupied territories of Ukraine (except persons who are in the region of Ukraine on legal grounds).

Unlike personal sanctions, introducing sectoral sanctions requires a further decision of the National Security and Defence Council, a corresponding presidential decree and approval by the Verkhovna Rada for its implementation.
