What reforms are planned in Ukraine in the near future — the Prime Minister's answer

The Government of Ukraine is preparing a matrix of reforms that will cover all areas, from the economy and digitalisation to the rule of law and education.

We set ourselves ambitious goals, including Ukraine's membership in the European Union and the Organisation for Economic Co-operation and Development (OECD) in the coming years, Denys Shmyhal said.

"With the help of our partners, we are preparing a matrix of reforms - comprehensive analytical data on all the reform commitments that Ukraine has undertaken. This is a clear roadmap that includes key reforms of the Ukrainian Government, as well as recommendations and proposals of our international partners," the Prime Minister said.

Shmyhal stressed that the reform matrix will cover all areas.

Anti-corruption initiatives will play a very important role. We are focused not only on putting corrupt officials in jail, but above all on creating a system where there is no room for corruption. This will be made possible by digitising public services, deregulating business and reducing the role of the state in the economy, the Prime Minister said.

The Prime Minister added that Ukraine is also engaging the private sector, which plays a key role in the economic revival plans and the implementation of the recovery programme.

According to Shmyhal, Ukraine is guided by the International Monetary Fund (IMF) indicators, European Commission recommendations, cooperation with the World Bank and the OECD, as well as a reform plan under the EU's 4-year Ukraine Facility initiative, which is currently being developed.

Despite the war, we have already started the process of recovery. We have identified priority sectors, created a management infrastructure, prepared transparent mechanisms and engaged our international partners. We are currently preparing the third rapid assessment of Ukraine's damage and needs together with the World Bank. This will be an updated assessment of the consequences of the Russian invasion for the period from 24 February 2022 to 31 December 2023, said Denys Shmyhal.

He emphasised that over the past 20 months, our state and economy have demonstrated remarkable adaptability. Despite all the difficulties and challenges, Ukraine has succeeded:

  • maintain macroeconomic stability;

  • keep inflation under control;

  • to overcome large-scale production stoppages and the consequences of the outflow of labor force;

  • restore logistics flows in the conditions of blockade of Black Sea ports;

  • launch a rapid reconstruction program;

  • to obtain the status of a candidate for EU membership;

  • establish a productive dialogue with international financial institutions and receive from the IMF the Extended Financing Program in the amount of 15.6 billion dollars.

We are grateful to our partners for their financial support, which helped to maintain Ukraine's economic and financial stability and finance priority budget expenditures, the Prime Minister stressed.
