YouControl draws the attention of Ukrainians to the fact that 201 MPs of the 9th convocation from six factions and deputy groups: "Servant of the People", "Platform for Life and Peace", "DOVIRA", "Renewal of Ukraine", "For the Future" and non-faction groups supported two bills that restrict access to open data.

What is important to understand, in the spotlight is the Draft Law on Amendments to the Civil Code of Ukraine and Certain Other Laws of Ukraine Regarding the Features of Providing Information on Public Electronic Registers, the Holder of which is the Ministry of Justice of Ukraine, and Certain Other Public Electronic Registers No. 11533 of 08/29/2024 and the Draft Law on Amendments to the Tax Code of Ukraine and Other Laws of Ukraine Regarding Support for Enterprises of the Defense Industrial Complex No. 13420 of 06/25/2025.

Against the backdrop of recent events in parliament, experts have examined all the painful restrictions that not only exacerbate the problem of corruption in Ukraine, but also threaten the existence of a democratic society as such.

That is why YouControl calls on the Ukrainian authorities to make important decisions by restoring access to public information about:

  • Location and cadastral numbers of real estate that does not belong to the defense industry — to monitor the integrity of officials;

  • Tax data — to ensure financial transparency of business;

  • Environmental information — to control environmental impact;

  • Full opening of the Unified State Register for verification, analysis and monitoring of registered companies.

Ukraine must implement GDPR standards while adhering to the principles of balance between the right to privacy and transparency of public information.
