The disaster in the field of housing and communal services has already spread to half of Russian regions, whose residents were left without heat, water and electricity in the middle of winter.

What is known about the communal collapse in Russia

According to The Moscow Times publication, hundreds of thousands of residents of the Russian Federation were left without water, heat and electricity due to numerous accidents at utilities.

In particular, disconnection of basic communal services during the winter period was recorded in at least 43 Russian regions.

The largest accident was recorded in Podolsk near Moscow, where about 20,000 people remained without heating in conditions of 30-degree frost.

The local authorities and utility workers could not restore the heating supply two weeks after the accident.

At the same time, 14,000 people from 237 houses were left without a heat supply in Novosibirsk due to the accident.

In Lipetsk, 10,000 residents remain without heating in 282 houses.

The powerful accidents at utility enterprises were recorded in Saratov, where heating disappeared in more than 650 residential buildings and at 100 social infrastructure objects, including schools and hospitals.

Tens of thousands of residents lost heating in Volgograd. Another 6,000 residents were left without heating in Nakhodka.

Briefly about the causes of the communal collapse in the Russian Federation

The publication notes that despite the critical condition and constant accidents at housing and communal services facilities, the Kremlin is planning a radical reduction in spending on this area, including a reduction in funding for the restoration of communal infrastructure facilities.

According to the budget of the Russian Federation for 2024-2026, financing of housing and communal services from the federal treasury will be more than halved.

From 2025, according to the law on the budget, a sharp sequestration of housing costs will begin: they will be cut by 43% to 506 billion rubles. And in 2026 — by another 25%, up to 381 billion rubles. Thus, in three years, the housing and communal services budget, financed by the federal treasury, will decrease by 2.3 times to a minimum of 6 years.

The publication recalls that according to the data of Russian officials, the communal infrastructure networks fatigue in Russia, including heat- and water supply and sewage, will exceed 70% by the middle of 2022.
