The investigation into the helicopter crash that fell in Brovary on January 18, 2023, with the leadership of the Ministry of Internal Affairs on board, has been completed by the SBI.

The investigation of the wind farm case has been completed

SBI investigators have completed the investigation into the helicopter crash on January 18, 2023, in Brovary, where the board of the Ministry of Internal Affairs was killed.

It is reported by the State Bureau of Investigation (SBI) press service on Facebook.

The case materials are open for review by the suspects and their defenders, as well as the victims and their legal representatives.

After review, the materials will be submitted to the court.

In August 2023, investigators reported suspicion to five officials of the State Emergency Service of Ukraine who violated the safety rules of the helicopter flights on the board of which the leadership of the Ministry of Internal Affairs of Ukraine and accompanying persons were:

  • Chief of the Department of Aviation and Aviation Search and Rescue of the State Emergency Service of Ukraine,

  • Acting commander of special aviation unit;

  • deputy commander for flight training;

  • the commander of the aviation squadron;

  • To the head of the flight safety service of the Special Aviation Detachment of the Operational Rescue Service of the Civil Protection Service of the State Emergency Service of Ukraine from the city of Nizhyn, Chernihiv Region.

All of them are currently under preventive measures in the form of night house arrest.

According to the investigation materials, these persons violated the safety rules of helicopter flights on board, which the Ministry of Internal Affairs leadership was. The aircraft crashed on January 18, 2023, in Brovary.

In January 2023, the leadership of the Ministry of Internal Affairs of Ukraine was scheduled to visit the Kharkiv and Dnipropetrovsk regions. Officials of the State Emergency Service involved a helicopter, which was on duty to respond to potential emergency situations, to transport the delegation. According to the investigation, the aircraft did not have permits for other types of flights.

The crew commander started the flight without meteorological data along the entire route of the planned movement, and the crew did not have the appropriate permits for flights in difficult weather conditions and the necessary certificates, the report says.

None of the officials responsible for the safety of flights cancelled or postponed the departure before the arrival of favourable weather conditions.

Due to difficult weather conditions, the helicopter is at an extremely low altitude. The crew commander saw an obstacle, lost orientation, and collided with the ground while manoeuvring.

When the helicopter fell, it damaged a kindergarten, neighbouring buildings and parked cars.

In addition to high-ranking officials of the Ministry of Internal Affairs, four women and a minor child who had come to kindergarten died in the plane crash. Thirty-one31 people, including 13 children, received physical injuries of varying severity.

The court chose a preventive measure for the suspect in the plane crash in Brovary

Ivan Korobka was arrested for two months. He is suspected in the case of the helicopter crash near Brovary in the Kyiv region, where the heads of the Ministry of Internal Affairs were killed.

The Pechersk District Court of Kyiv made such a decision.

I am accused of making baseless decisions on the flight that resulted in the disaster. I do not agree with this. The crew was allowed to fly in difficult meteorological conditions, it was allowed to transport the management team. There is no unflyable weather, there are conditions under which the crew must fly. The weather was flying, said Korobka.

The Pechersk District Court chose two months for detention without the right to bail for Andriy Dvornyk, a State Emergency Service official.

As for the official of the State Emergency Servi,ce Oleg Ivanov.

The day before, four officials of the State Emergency Service were charged with violation of flight safety rules, which caused the death of people, and official negligence.

The investigation believes that the officials committed flagrant violations of traffic safety rules and the operation of air transport, which led to the death of people.

The SBI reconstructed the day of the accident minute by minute, using data from "black boxes".
