Forbes journalists noted that US President Joe Biden has the authority to quickly transfer millions of artillery shells to the Armed Forces of Ukraine.

Biden is not using all possible tools to help Ukraine

The editors of the publication note that there is a bureaucratically complicated but legal way, thanks to which the White House can send millions of artillery shells to Ukraine "at least tomorrow".

What is important to understand is that the Armed Forces have been starving for ammunition for a long time. Ukrainian defenders release only 2,000 shells compared to 10,000 by the Russians.

Against the background of problems with adopting a bill on aid to Ukraine, Joe Biden has an opportunity to help Kyiv.

For example, he can transfer to Ukraine any available weapons that the Pentagon determines to be surplus. However, this does not happen.

Moreover, it is emphasised that theoretically, he can value the product at zero dollars.

Biden very rarely used his powers regarding Ukraine. And where he used it, recently it was part of a complex "ring trade", where the US government gives surplus weapons to third countries — Ecuador and Greece — and then encourages these same countries, directly or indirectly, to give part of their surplus weapons to Ukraine, — explains edition.

The USA has a sufficient number of shells for Ukraine

According to journalists, most of the artillery ammunition in the US Army and Marine Corps warehouses is not surplus.

However, against this background, one cannot forget about the four million 155 mm dual-purpose cluster munitions — M483A1 and M864 DPICM.

Forbes points out that all of these shells are obvious candidates for being labeled as "surplus".

A few years ago, the Pentagon confirmed that they are unreliable and dangerous, as they have a 14 per cent chance of not working.

According to a 2004 report, this left 402 million DPICM munitions unused, including 4.6 million 155mm rounds. Biden could designate all remaining DPICM rounds in stockpiles as surplus to hand over to Ukraine without spending a single dollar to replace them. They will be enough for years of intense fighting.

Journalists do not understand why Biden has not yet implemented this plan.
