American leader Joe Biden signed a bill on short-term government funding, which does not include support funding for either Ukraine or Israel. What is important to understand is that he was forced to do this to avoid a shutdown.
Biden was forced to refuse aid to Ukraine temporarily
As previously mentioned, the US Senate finally approved the package on the evening of November 15, about 48 hours before the deadline before the government shutdown at midnight on November 18.
The White House pays attention to the fact that the project will continue funding the government's work until mid-January or early February 2024.
What is essential to understand is that the White House chief moved the fight with Republicans in the US Congress over the federal budget into the new year.
The spending bill does not include Joe Biden's proposal for $106 billion in aid for Israel and Ukraine.

According to American journalists, the joint package of bills, which includes aid to Israel, Ukraine, and Taiwan and strengthening the border, was intended to be considered in the Senate after Thanksgiving on November 23.
Recently, the Republican Congressman Don Bacon officially confirmed that the House of Representatives generally already knows what to do with the draft law on aid to Ukraine, as well as how much money they want to allocate to Kyiv.
According to him, the review may take place in December.
Republicans have repeatedly called for the aid to Ukraine to be considered separately but to be considered in tandem with a change in US legislation to strengthen checks on migrants at the border.
