The issue of regulating mobilisation, demobilisation, rotation and leave programmes will be resolved within the framework of a new draft law currently being developed. In an interview with online.ua, Mykhailo Podolyak, the adviser to the head of the Presidential Office, said that this is being discussed during the meeting of the Stavka.

The new draft law regulates mobilisation and demobilisation

Podolyak notes that President Volodymyr Zelenskyy said at the meeting that he wanted to receive specific proposals for a programme of mobilisation, demobilisation, rotation, leave, etc.

Because it is impossible to be on the frontline for two years, almost two years, 12, 16, 18, 20 months. And in order to have a certain combat capability, rotation is necessary. But we need to clearly understand how many people we can demobilise, how many people we can mobilise, and what the principles of mobilisation will be.

According to Podolyak, these things are spelled out in the relevant draft law. It will regulate the possibilities of mobilisation, functional and professional training.

Even if everyone says: no, let's make a deal with them, let's exchange territories in exchange for peace, of course, no one will talk to you about it. It means that the enemy has come to destroy or lose. There are two options here, choose one. There is no option of "let's give him something and sit quietly".

The Advisor to the Head of the Presidential Administration explains that the Staff is currently working intensively on the necessary issues of mobilisation and demobilisation: the military makes proposals and then answers additional questions or clarifies additional issues.

The General Staff of the Armed Forces of Ukraine, the Ministry of Defence, and the Ministry of Digitalisation are working on this. Deputies of the Defence and National Security Committee are working in coordination with them and have already developed certain legislative norms.

They will be finalised in the shortest possible time, and then everything will be voted on. And then it will be logistically worked out by the military in terms of both communication and organisation of the process.
