Leaders of the EU member states expect approval of the creation of the Ukraine Facility Fund (UFF) within the framework of the European Peace Fund before the beginning of March this year.

What is known about the terms of the decision regarding UFF

It is noted that the corresponding plans are contained in the conclusions of the EU leaders following the special meeting of the European Council in Brussels.

The European Council confirms the determination of the European Union and its member states to continue providing timely, predictable and stable military support to Ukraine, in particular through the European Peace Fund and the EU Military Assistance Mission to Ukraine, as well as through direct bilateral assistance from member states in accordance with Ukraine's needs, says the document.

It is emphasized that the EU leaders reviewed the work of representatives of the European Council regarding the military support of Ukraine within the framework of the European Peace Fund.

What else is offered in the Council of the EU

It is noted that the Council of the EU was instructed to finally approve the issue of the creation of the Special Fund for assistance to Ukraine by the beginning of March this year, following the amendment to the decision of the Council of the EU dated March 22, 2021, which concerns the creation of the European Peace Fund.

It is noted that the introduction of changes is based on the proposal of the EU High Representative for Foreign Policy, Josep Borrell.

Among other things, in his own proposal, Borrell suggested starting a fund for Ukraine for the period from 2024 to 2027 and allocating 5 billion euros from it annually for the purchase of weapons for the Ukrainian military.

It is also separately confirmed the urgent need to speed up the supply of artillery shells promised to Ukraine.

The European Council welcomes the progress achieved and calls on member states to explore all options for meeting Ukraine's needs and intensify efforts in this direction, including continuing donations from stocks, redirecting existing orders and placing necessary new orders, which will contribute to increasing the production capacity of European industry, stated in the conclusions of the EU leaders.
