Euro Commission prepares the negotiating framework for Ukraine's accession to the EU

The European Commission has started the screening of Ukrainian legislation as part of the preparation of the negotiating framework for joining the EU.

The head of the European Commission, Ursula von der Leyen, made a corresponding statement at a briefing on January 17.

I am proud that our Union has answered Ukraine's call. Ukraine's democratic institutions are delivering on our recommendations and on the aspirations of their people. We will now start the screening process.

Prime Minister Denys Shmyhal noted that the government self-screened about 28,000 acts of EU law last year to prepare for the process. Almost 2.8 thousand acts are still subject to further implementation.

The government is constantly working to bring our legislation closer to European legislation. To turn Ukraine into a modern European state. To become part of the European family. And the EU sees progress in this work.

Ukraine's accession to the EU: what is known

On June 23, the European Council at the summit in Brussels granted Ukraine the status of a candidate for the EU. To start negotiations, Ukraine needs to fulfil seven conditions:

  • reform of the Constitutional Court;

  • continuation of judicial reform;

  • anti-corruption, including the appointment of the Special Anti-Corruption Prosecutor's Office chief;

  • fight against money laundering;

  • implementation of the anti-oligarchic law;

  • harmonization of audiovisual legislation with European legislation;

  • change in legislation on national minorities.

On November 8, 2023, the European Commission recommended that the Council of the European Union start the negotiations on the accession of Ukraine and Moldova to the European Union.

The framework of these negotiations should be adopted in March 2024.
