For the first time, Russia was not re-elected to the Executive Council of the Organization for the Prohibition of Chemical Weapons (OPCW) for the following year.

What is known about Russia's exclusion from the OPCW Executive Council

According to representatives of the OPCW, Ukraine won a seat in the Executive Council for the first time.

In the statement of the organization, it is noted that the following states (from Europe, Africa, Asia, South America) entered the Executive Council for representation in 2024 as a result of the elections of the member countries:

  • Ukraine,

  • Poland,

  • Lithuania,

  • Belgium,

  • Denmark,

  • Greece,

  • New Zealand,

  • Spain,

  • Algeria,

  • Ghana,

  • Nigeria,

  • South Africa,

  • Bangladesh,

  • Iran,

  • Malaysia,

  • Pakistan,

  • Chile,

  • Ecuador,

  • Salvador,

  • Guatemala.

Thus, Russia will not have representation in the OPCW Executive Council for the first time in a long time.

What has been said in Ukraine

According to President Volodymyr Zelenskyy, the Kremlin was stripped of its membership in three important international organizations in less than a month.

In less than a month, for the first time in history, Russia failed three votes in important international bodies. This is a logical result of the actions of the terrorist state: its role in international relations is declining, and isolation is increasing, the head of state emphasized.

According to him, instead of Russia, Ukraine, Poland and Lithuania were elected to the OPCW Executive Council for the next two years.

I am grateful to all the countries that supported our candidacies, and also did not support the election of Russia, Zelensky emphasized.

Ukrainian Ambassador to the UN Serhii Kyslytsia announced the voting results, according to which Ukraine received 126 votes, Lithuania – 76, Poland – 123, and the Russian Federation – 65.

The OPCW is an independent international organization established with the support of the United Nations in 1997 after the Convention on the Prohibition of Chemical Weapons entered into force, which was opened for signature in January 1993. The headquarters is located in The Hague in the Netherlands.

Among the main tasks of the organization are ensuring control over compliance with the ban on the use of chemical weapons, liquidation of their stockpiles, assisting states in providing protection against chemical weapons, monitoring compliance and implementation of the Convention.

The OPCW has three central bodies: the Conference of States Parties, the Executive Council and the Technical Secretariat. Meetings of the Executive Council are held four times a year or more as needed.

The Executive Council of the OPCW consists of 41 member states of the organization, which are elected by the Conference of the participating states and are changed every two years.

Representatives of Ukraine have been represented in the organization since 1994 - in the Preparatory Commission of the OPCW.
