Japan to provide $12.1 billion in aid to Ukraine

Japan will provide $12.1 billion in aid to Ukraine, including the amount already announced and implemented. This is, in particular, a grant worth $4.7 billion, which Ukraine will receive by the end of February.

Japan continues to support Ukraine

At the Japanese-Ukrainian conference on promoting economic growth and reconstruction, which took place in Tokyo, the Prime Ministers of Ukraine and Japan, Denys Shmyhal and Fumio Kishida, discussed the liberalization of the visa regime, the intensification of trade, and the continuation of sanctions pressure on Russia.

They agreed on the opening of negotiations on the renewal of the agreement on the promotion and protection of investments. Our goal is to provide investors with reliable legal protection and guarantees.

In total, 56 documents were signed within the framework of the Recovery Conference and the visit of the government delegation.

Including:

  • Convention on the avoidance of double taxation with respect to taxes on income;

  • an agreement with the relevant Japanese ministry on cooperation in rebuilding Ukrainian infrastructure;

  • agreement on providing Ukraine with a grant for rapid recovery;

  • agreements on the restoration of the private sector and on assistance to Ukrainian manufacturers;

  • a number of bilateral memorandums on cooperation in the agricultural sector;

  • agreements with the Japanese Urban Revitalisation Agency and the Japanese Water Management Agency on their participation in the restoration;

  • activation of cooperation in medicine and education.

During our meeting, Fumio Kishida announced that Japan will provide Ukraine with $12.1 billion in aid, including the announced and implemented amount, Shmyhal said.

Conference on economic development and reconstruction in Tokyo

On February 19, a conference was held in Tokyo with the participation of about 300 state and corporate officials from Japan and Ukraine.

Japanese Prime Minister Fumio Kishida has pledged to continue providing support for the reconstruction of Ukraine in cooperation with the private sector, using its experience and technological know-how to rebuild after the earthquakes.

The Japanese government has announced that it will provide Ukraine with 15.8 billion yen ($105 million) in grants to counter mines and unexploded ordnance, as well as to restore electricity and energy infrastructure.

Kishida also announced that his government will establish an office of the Japan Foreign Trade Organization in Kyiv to strengthen business ties between the two countries.

Japan's Ministry of Foreign Affairs has announced that Tokyo has eased its travel restrictions to increase investment in Ukraine.
