According to the ISW, serious problems with ammunition may force the leadership of the Armed Forces to make a difficult decision regarding the priority of certain areas of the front. It is quite possible that Ukraine will have to choose where territorial defeats are least destructive.

The American Institute for the Study of War draws attention to the fact that the lack of artillery ammunition prevents the implementation of Ukrainian operational plans.

In addition, it is indicated that the Russian army is already using this problem of the armed forces at the front for its own purposes.

What is important to understand is that the Russian occupiers previously created stationary artillery fire positions from late 2022 to early 2023, when the lack of ammunition blocked Ukrainian counter-battery capabilities.
