The Verkhovna Rada has placed a draft law on the conscription of law enforcement officers with experience in the possession of firearms to participate in the war unleashed by Russia.
What is known about the initiative of law enforcement officers conscription for war
The draft law was authored by the People's Deputy from the "Servant of the People" faction, Heorhiy Mazurash.
The draft law proposes amendments to a number of legislative acts to conduct smart conscription and ensure optimal combat capability of the Armed Forces of Ukraine units under martial law.
The explanatory note to the draft law states that the main goal is to introduce amendments to conscrip more citizens with experience in positions that required a permit to carry and use firearms.
The draft law also aims to involve law enforcement officers in the Armed Forces of Ukraine on a temporary basis (including to ensure rotation for conscripted personnel who have been serving without rotation for a long time).
What does the draft law propose
The draft law proposes to make the following changes:
citizens in the reserve and not conscripted for military service may be engaged during a special period in works aimed at restoring infrastructure damaged as a result of military operations, ensuring the operation of other sectors of the economy, etc. (this is in case they are not employed (at least 0.75 times the rate) or are not officially engaged in entrepreneurial activity). There must also be a written confirmation of readiness to defend the homeland in arms;
those who have the right to deferment or reserved by state authorities, other state institutions, local self-government structures may be conscripted if they have two or more years of experience in state structures in positions that involved the use of firearms;
citizens will be allowed to change their place of residence, but they will be obliged to inform an official within three working days;
the age limit for military service under martial law and in a state of war (at the request of the serviceman) may be cancelled;
provides for the possibility of sending to the General Staff of the Armed Forces of Ukraine (including to ensure rotation for servicemen called up for military service during conscription who serve without rotation for more than 6 months) up to 30% of the personnel of law enforcement agencies with positions that provide for the permission to carry (use) firearms.
This draft law has now been submitted to the Verkhovna Rada Committee on National Security, Defence and Intelligence for consideration.
