The fall draft of 2024 in the Russian Federation will be held with electronic summonses

Russian dictator Vladimir Putin has instructed to conduct the autumn conscription of Russians in 2024 using a single register of conscripts and electronic summons — citizens of the Russian Federation will be able to be registered without appearing in person.

This was mentioned in the list of orders on the issue of conscription of citizens for military service, published on the Kremlin's website.

The Russian MOD chief, Sergei Shoigu, and the head of the Ministry of Statistics of the Russian Federation, Maksut Shadaiev, will be personally responsible for the conscription and registration of Russians without personal appearance at the military commission, formation and sending of summonses in electronic form.

These ministries must also ensure citizens can access a personal cabinet in the summons register.

The electronic summons will be considered delivered after seven days from the date of its publication in the register.

From the day the summons is delivered, the citizen is prohibited from leaving the country until he appears on the summons to the Military Commission. A warning about the ban on leaving will be sent to the conscript within 24 hours from the summons' delivery date.

The conscript will have 20 days to report to the military commission. Otherwise, he will be prohibited from issuing credits and loans, registering IP, real estate, cars, driving transport, etc.

Restrictions will be removed automatically within 24 hours from the moment of appearance on the summons or confirmation of valid reasons for non-appearance.

On April 14, Putin signed a law on the creation of a single register of conscripts, electronic summonses, and closing the border for evaders.

The occupiers are mobilizing men in Crimea

As the permanent representative of the President of Ukraine in Crimea, Tamila Tasheva said in an interview with the "Dron. Media" portal that statistics related to the mobilization of men from Crimea are "closed information."

We are trying to follow up through additional sources. For example, this is the allocation of land plots to those who joined contract service. Or by the number of funerals. It is difficult to say unequivocally, but these are tens of thousands of people who were mobilized during the entire period of the full-scale invasion, but not all of them are known, Tasheva said.

She also noted that since 2014 — since the beginning of the Russian occupation — about 40,000 people have been called up for military service in Crimea.

This is clearly a violation of international humanitarian law, it is a crime. Since the occupying state does not have the right to call up citizens living in the given territory into its armed forces, this is a violation of the Geneva Convention, the permanent representative of the president in Crimea concluded.
