Speaker of the House of Representatives of the US Congress, Mike Johnson, presented a bill on temporary financing of the US government to avoid a "shutdown". It did not include aid to Ukraine and was criticized by the White House.

Johnson unveiled a bill that includes two-stage temporary funding for the government.
The "stepped" continuing resolution (CR) provides that part of the funding will be scheduled by January 19th and the remaining funding by February 2nd.
This would block negotiations on the government-wide funding bill and encourage the House and Senate to negotiate 12 regular funding bills.
Also, the draft law does not provide for aid to Ukraine and Israel. Johnson wants these issues to be considered separately.
White House reaction to Johnson's proposal
White House press secretary Karin Jean-Pierre noted that Johnson's proposal is "a recipe for even greater Republican chaos and new shutdowns."
A shutdown is a partial suspension of the work of the US government if Congress does not approve budget issues in time.
A shutdown of the government means that thousands of civil servants will be sent on vacation, there will be a disruption in the provision of public services, salary delays, etc.
