For the first time in history, the USA transferred confiscated assets of the Russian Federation to Estonia in order to provide support to Ukraine.

What is known about the transfer of confiscated assets of the Russian Federation to Estonia by the United States

As noted in the message of the US Ministry of Justice, on the sidelines of the Munich Security Conference, US Deputy Attorney General Lisa Monaco and Estonia's General Secretary Tynis Saar announced the transfer of $500,000 from confiscated assets of the Russian Federation.

Representatives of the US Ministry of Justice noted that the money was confiscated in connection with the case concerning the network of illegal procurement of high-precision machines for the Russian defense industry.

This transfer is the first transfer of its kind by the US to a foreign ally with the express purpose of providing assistance to Ukraine, the US Ministry of Justice notes.

They decided to transfer the confiscated funds to Estonia, since it is not possible to make a direct transfer to Ukraine.

Estonia will use the funds for a project to accelerate damage assessment and critical repairs to Ukraine's power system after targeted strikes by the Russian military.

How much Ukraine plans to receive this year from the frozen assets of the Russian Federation

According to the deputy head of the Ministry of Justice Iryna Mudroi, it is expected that this year the Western partners will transfer to Ukraine about 4 billion dollars from the frozen assets of the Russian Federation.

For this, you need to go through several stages.

  • Zero - to determine in which institutions these funds are concentrated, which has already been done.

  • The first – and the European Commission has already made a decision: all accrued interest must be placed in one institution.

  • The second is the introduction of legislation in the EU, which makes it possible to transfer these funds to Ukraine.

The transfer of already accrued interest for 2022-2023 is also being discussed. These funds are located in Belgium, in 2022 a 25% tax was imposed on them (about 1.7 billion euros). The Belgian government uses these funds to pay Ukrainian refugees, provide humanitarian aid, etc.

Funds for 2023 have not yet been taxed. Currently, negotiations are underway to impose a 100% tax on these funds and transfer them to Ukraine. It is about 4.4 billion euros, for the transfer of which only a decision of the Belgian government is sufficient.
