On November 8, it became officially known that the Committee on Foreign Affairs of the House of Representatives of the US Congress voted in favor of a bill on the use of confiscated Russian assets to help Ukraine.
Ukraine waited for a favourable decision regarding the frozen assets of the Russian Federation
What is essential to understand is that this document authorizes the head of American diplomacy, Anthony Blinken, to provide additional assistance to Ukraine, using assets confiscated from the Russian Central Bank and other sovereign holdings of the Russian Federation.
In addition, it is emphasized that within six months after the entry into force of this law, the head of the State Department must provide the relevant committees of the Congress with an assessment of the most urgent needs of official Kyiv for reconstruction, assistance in the field of security and humanitarian aid.
Currently, the Ukrainian authorities will wait for consideration of this draft law directly in Congress.
How is this process progressing in the EU?
Recently, the chief of the Ministry of Foreign Affairs of Ukraine, Dmytro Kuleba, reported that official Brussels is close to a decision on a general legal mechanism for the use of frozen Russian assets for the benefit of Ukraine.
Against this background, one cannot fail to mention that the Constitutional Commission of the Parliament of Estonia on November 7 already supported the draft law prepared by the government, which will allow the assets of the aggressor country, which is under international sanctions, to be directed to the reconstruction of Ukraine.
