In 2024, Ukraine may introduce the possibility of receiving compensation for damaged houses and apartments located in temporarily occupied territories. The city of Melitopol is the pilot project with which this function is already being tested.
Ukrainians will be able to receive compensation for housing damaged during the occupation
In 2024, Ukrainian officials want to introduce compensation for damaged real estate in temporarily occupied territories.
The Deputy Minister of Community Development, Territories and Infrastructure of Ukraine Nataliya Kozlovska stated this.
The official spoke about the main plans of the Ministry of Community Development, Territories and Infrastructure for 2024.
She also added that the agency wants to continue work on the law of Ukraine's "On the Basics of Housing Policy". This ministry is assisted by experts from international organizations, including the Council of Europe in Ukraine, the Office of the United Nations High Commissioner for Refugees, and the United Nations Economic Commission for Europe.
According to Kozlovska, it is planned to work with barrier-free restoration processes. The goal is to make 100% of restored objects barrier-free.
Compensation for war-damaged housing
So far, only compensation has been introduced in Ukraine for housing located in the territory under the control of the Ukrainian government.
An application for compensation can be submitted using the "Diia" application.
Citizens whose homes have been destroyed can also use the "YeVidnovlennya" program.
What is required to obtain a residence certificate through "Diia":
to be the sole owner of the home;
to register the property in the State Register of Real Property Rights (SRRP) if it is not registered;
own real estate in the territory controlled by Ukraine;
report damaged property in "Diia";
submit an application for "YeVidnovlennia" in the application.
After that, a special commission will inspect the object and determine the amount of compensation. Next, a certificate for the purchase of housing will be issued, with which you need to apply to the Central Administrative Office or a notary and renounce the rights to the destroyed housing. The destroyed real estate will be replaced with a new one, to which you will receive ownership.
Fedorov noted that if a citizen wants to rebuild housing on his land, he should wait for the application.
He also drew attention to the fact that if a person receives compensation from the state, he will no longer be able to claim this amount of reparations from the aggressor state.
