On February 23, the Verkhovna Rada voted as a basis and in general for bill No. 11035 on the demobilisation of conscripts after completing their military service.

The bill also contains a provision for deferment of further mobilisation for 12 months.
People's deputy from the "Voice" party, Yaroslav Zheleznyak, said that a total of 319 people's deputies voted for the bill. No one resisted or opposed.
President Volodymyr Zelenskyy submitted this draft law to the parliament the day before.
The bill stipulates that conscripts whose term of service expired during martial law and whose military service was extended beyond the established terms are released from military service to the reserve "within the terms determined by the presidential decree."
Before that, the Verkhovna Rada's Committee on National Security and Defence adopted a bill with an added provision on postponing conscripts from further mobilisation for 12 months.
The law will enter into force after signing by Zelenskyy.
The bill on mobilisation
On February 7, the Verkhovna Rada supported the updated government bill on mobilisation in the first reading.
Among other things, it provides:
abolition of conscription and the introduction of basic military training instead,
demobilisation of the military after 36 months of service,
change of the conscription age from 27 to 25 years;
people with disabilities of all groups are exempted from military service,
mandatory military training 2-3 months after mobilisation,
annual basic leave may be granted in parts.
The draft law is being prepared for consideration for the second reading. More than 4,000 amendments have already been submitted.
