On February 23, the Verkhovna Rada of Ukraine approved bill No. 10265 on a unified roaming system with the European Union in the first reading.

A step towards unified roaming of Ukraine with the EU: what is known

The Verkhovna Rada of Ukraine voted to favour the bill on a common roaming system with the European Union.

This was announced by the Minister of Digital Transformation, Mykhailo Fedorov.

Fedorov said that the draft law provides that Ukrainians will not pay additional fees for communication during trips of up to four months in Europe, while Europeans will have the same opportunity in Ukraine.

Ukraine has fulfilled one of the conditions of European integration in the field of electronic communications. We are one step closer to digital visa-free access from the EU. We thank the Parliamentary Committee on Digital Transformation. I hope that people's deputies will vote for the draft law.

When Ukraine does join the United roaming with the EU

On September 14, 2022, the President of the European Commission, Ursula von der Leyen, announced that Ukraine will join the EU roaming zone, which will enable Ukrainians to make calls and use mobile Internet in the European Union at home rates.

We will include Ukraine in our European free roaming area. Our solidarity tracks are very successful. Based on all this, the European Commission will work with Ukraine to ensure unimpeded access to the single market. And vice versa.

She also noted that Ukraine is already a developing technology center and home to many innovative young companies.

In April 2023, mobile operators from EU countries and Ukraine signed a joint statement, which testifies to their intention to cooperate to ensure affordable or even free roaming between the European Union and Ukraine.

EC representative Katarina Maternova noted that this could be one of the first foundations for a future agreement on roaming between Ukraine and the EU.
