Ukraine's parliament supports creation of electronic register for conscripts

On January 16, the Verkhovna Rada adopted draft law No. 10062 on the electronic register of conscripts.

What is known about the new bill on the E-register of conscripts

After long and difficult discussions and the failure of many amendments, draft law No. 10062 on registers for military registration was adopted as a whole, noted MP Yaroslav Zheleznyak.

He added that 249 MPs voted for the draft law.

How the MOD is going to carry out digitalisation of the army

The Ministry of Defense noted that a bill on the state register of conscripts, the defender's certificate, and the automatic obtaining of veteran status began the large-scale digitalisation of the Ukrainian army.

The ministry emphasised that a bill is critical for the country's defence capability.

The document's provisions are aimed at the rapid collection, processing and use of information about conscripts and military personnel, providing them with relevant services in digital format.

The bill allows Ukraine's Ministry of Defence to strengthen its cyber defence and gives it the right to place its IT systems in the military cloud storage of NATO member countries.

Thanks to this:

  • air defence equipment, which currently protects national data centres from constant missile attacks, will be released (instead, this resource will be used to cover other objects of military and civilian infrastructure);

  • the access of the Defense Forces of Ukraine to intelligence allies will be accelerated and expanded;

  • the development and deployment of new combat systems and electronic services for the military will be accelerated;

  • data protection against enemy cyber-attacks, etc., will be strengthened.

The bill improves the register of conscripts, conscripts and reservists, in particular, in establishing interaction between registers, use of data on military records, etc.

It also introduces the possibility of creating and using a digital military accounting document (certificate).

Thanks to the bill, a register of AFU and the State Service of Special Transport service members will be created, which will allow providing online services to personnel.

A portal of electronic services for military personnel and conscripts will also be created. For example, providing the veteran status online, offline and automatically will be possible if the necessary data is available in the system.
