Ukraine's PM announces reduction of ministries in Ukraine by one-third

Prime Minister of Ukraine Denys Shmyhal announced on Mar. 4 that as part of the government reform, they plan to reduce the number of ministries by a third. Accordingly, the number of civil servants will also be reduced.

Prime Minister of Ukraine Denys Shmyhal reported that 20,000 vacancies have already been cut this year as part of the civil service reform.

We are working on changing the format of the government. In particular, we are reducing the number of ministries. We want to reduce the number of ministries by a third and reduce the number of civil servants.

According to the Prime Minister, the ministries should form policies, and the Government Center will provide legal, personnel, accounting, and other support.

There are also plans to implement "Diia" for civil servants, the official added.

What is the number of officials in Ukraine?

As of January 1, 2024, 169,000 people work in 108 state authorities. During 2023, the actual number of employees decreased by 6.8 thousand people.

In general, as of the beginning of 2024, the Secretariat of the Ukrainian government and 17 ministries, 21 services (the State Service of Ukraine for Children's Affairs was created at the end of 2023), 14 agencies, 4 inspections, 4 commissions, 8 other state bodies, the number of which is determined by the government, as well as 9 state bodies, the number of which is not determined by the Cabinet of Ministers, 24 local state administrations and 6 bodies of judicial power.

In December 2023, the Cabinet of Ministers approved the salary reform of civil servants, saving UAH 8 billion annually.
