According to the deputy head of the Ministry of Defense Ivan Havrylyuk, the Russian war against Ukraine should end with negotiations and the aggressor must give up nuclear weapons.

Havryliuk noted that any war ultimately ends with negotiations.

He noted that one of the key conditions of the negotiations should be the renunciation of nuclear weapons by the aggressor country.

The Deputy Minister of Defense emphasized that the criminal war unleashed by the Kremlin should end with the return of all territories occupied by the Russian Federation to Ukraine.

However, Ukraine must also receive clear guarantees that will prevent a repeat enemy attack.

Agreements will be signed — on the one hand, by a coalition of states that support Ukraine, and on the other, by Russia. And this document should contain a clause on Russia's renunciation of nuclear weapons, because this state is a threat to peace, — Havrilyuk explains.

In 2022, President Volodymyr Zelenskyy supported the decision of the National Security Council on the impossibility of negotiations with the dictator Vladimir Putin.

To resume negotiations, Russia must:

  • completely leave the territory of Ukraine;

  • change the political elite;

  • recognize war crimes;

  • to extradite the organizers of the war to the tribunal.
