Ukrainian MP named the planned changes to the draft law on mobilisation

According to the deputy head of the Parliamentary Committee on National Security, Defence and Intelligence, Yehor Cherniev, the committee members can finish the preliminary consideration of the mobilisation bill today.

What is known about the probable changes in the draft law on mobilisation

In particular, Chernev noted that the committee's representative is in favour of making changes to the draft law's provisions regarding the issuance of summons by e-mail and the possibility of deferment for specific categories of Ukrainians.

Today, we have not yet made a decision in the committee, in what form and what will be the fate of this draft law. I hope it will still be resolved today. We still had a meeting in the morning. We just went through all the items that need to be changed. There should not be anything unconstitutional there, MP noted.

He expressed hope that the committee will reach an agreement during the day, and the document with recommendations can be sent for consideration during the plenary meeting.

At the same time, Cherniev suggested that the bill may be adopted in the first reading, while recommendations and proposals will be heard during the second reading.

Also, the MP emphasised that the bill could be returned to the government for revision.

But still, all this is decided by the hall. In any case, it should be brought to the floor and there a decision should be made regarding the further fate of this draft law. I hope that today the committee will already make a decision with recommendations and proposals for this draft law, Cherniev emphasised.

Cherniev noted that the Council wants to "balance the project between mobilisation and coercive norms."

We cleaned up this bill. For example, summons should not be sent via e-mail. It is impossible to control, it is impossible to find out whether a person received it. Or the issue of the deferment withdrawing for the disabled peolpe. There were also questions here. We insist that disabled people of the first, second and third groups should be given a deferment and not be mobilisіed, Cherniev stressed.

He added that the Verkhovna Rada's National Security Committee also proposes to clarify the terms of deferment for students, particularly interns.
