In Diya, Ukrainians with housing certificates as compensation for destroyed property can apply for a reservation of money to buy a new home — a house or an apartment.

How to buy a home in "Diia" under the new program "eRecovery"

Chief of the Digital Affairs Ministry, Mykhailo Fedorov, told the algorithm of actions: first is to choose housing, [then] to negotiate with the seller, after updating the "Diia", open the "Housing Certificates" tab in the "eRecovery" ["єВідновлення" in Ukrainian — Ed.] section and click "Reserve funds".

Confirmation that the money has been reserved should arrive within five working days.

There will be 30 days to complete the purchase agreement. If a person does not have time, he can re-submit an application for the reservation of money. You can buy a home in a new building or on the secondary market, as well as invest in construction, the Digital Ministry clarifies.

Notaries with access to the Register of Damaged and Destroyed Property can draw up a sale and purchase agreement. In five days, the money will reach the home seller. If the cost of housing is higher than the amount of compensation, the difference can be paid with your funds.

Before you reserve money for the "eRecovery" certificate, you need to make sure that you have terminated the ownership of the destroyed real estate object. This is done at the TsNAP or at a notary. If this is not done, then the certificate will not be able to be used, said in the post.

Ukrainians will be able to receive compensation for housing damaged during the occupation

In 2024, Ukrainian officials want to introduce compensation for damaged real estate in temporarily occupied territories.

The Deputy Minister of Community Development, Territories and Infrastructure of Ukraine Nataliya Kozlovska stated this.

The official spoke about the main plans of the Ministry of Community Development, Territories and Infrastructure for 2024.

In particular, this is the introduction of the possibility of receiving compensation for damaged housing located in temporarily occupied territories (a pilot project with which the function is already being tested — the city of Melitopol), the deputy minister noted.

She also added that the agency wants to continue work on the law of Ukraine's "On the Basics of Housing Policy". This ministry is assisted by experts from international organizations, including the Council of Europe in Ukraine, the Office of the United Nations High Commissioner for Refugees, and the United Nations Economic Commission for Europe.
