US to present a project on the transfer of confiscated assets of Russia to Ukraine

According to the Ambassador of Ukraine to the USA, Oksana Markarova, a bipartisan and bicameral group of American parliamentarians, presented a draft law allowing the Department of the Treasury to confiscate blocked assets of Russian oligarchs for transfer to Kyiv.

A bipartisan and bicameral group of members of the US Congress consisting of Senator S. Whitehouse (D), Senator L. Graham (R), Congressman J. Wilson (R) and Congressman S. Cohen (D) presented the draft law "On confiscation of assets for the recovery of Ukraine". Senators R. Blumenthal (D), co-chairman of the Committee on Foreign Affairs of the Senate J. Risch (R) and M. Bennett (D) have already joined as co-authors, Markarova said.

What is known about the norms of the new draft law

She noted that the draft law allows to speed up the confiscation of the assets of sanctioned Russian oligarchs and transfer them to Ukraine in a short period.

The draft law cancels the existing limit of $500,000 on the possibility of applying the procedure for the free seizure of assets of Russian oligarchs and other persons who violate US law.

The bill also authorizes the US Department of Justice to transfer all funds from Russian assets confiscated by the US Government to Ukraine (currently, the Department of Justice can transfer only assets seized for violating sanctions imposed against the Russian Federation to Ukraine).

Markarova reported that further consideration of the draft law is expected and expressed hope for its speedy care and adoption in the US Congress.
