The US Congress did not support Biden's request to allocate more than $100 billion for national security needs by the end of 2023. This request includes more than $60 billion for Ukraine.

The main stumbling block was the Republicans, who refused to support the initiative. They demanded that the White House include their proposals for strengthening border security in the request.

On 20 December, it became known that Congress went on holiday without approving Biden's request. At the same time, the funds allocated to help Ukraine remained in the US for one military aid package.
