Kallas said leaders should discuss all options behind closed doors, including what else can be done to help Ukraine.
She expressed this position a few days after French President Emmanuel Macron hinted at the possibility of sending troops to Ukraine.
What Macron said
On February 26, French President Emmanuel Macron, after a meeting with European leaders regarding support for Ukraine, hinted that the possibility of sending troops to Ukraine was discussed at the conference, but there is no consensus.
Macron's words drew backlash from the governments of other allies, whose leaders were quick to insist they were not planning to deploy troops. Among them are Germany, Great Britain and the USA.
At the same time, Lithuanian MFA chief Gabrielius Landsbergis said he was grateful for the discussion initiated by Macron, adding that "nothing can be removed from the discussions, no option can be rejected."
In Russia, Macron's words caused anger. They warned that the deployment of Western troops in Ukraine would inevitably lead to a conflict between Russia and NATO.
