The appointment of Admiral Moiseev as the commander of the Navy has already been confirmed. Admiral Mykola Yevmenov is still listed as the Commander-in-Chief of the Russian Navy on the website of the Ministry of Defense, but the opinion in the Admiralty is unequivocal - he will not return to his office.

Mykola Yevmenov became the head of the Navy in 2019. He was born in 1962 in Moscow, studied in Leningrad and St. Petersburg, commanded the submarine forces of the Pacific Fleet, and since 2016 - the Northern Fleet.

Yevmenov and Moiseev are the same age. Oleksandr Moiseev is also a submariner. A native of Kaliningrad, most of his service is connected with the Northern Fleet. In 2011, by decree of President Medvedev, he was named Hero of Russia for successful missile launches from a strategic submarine.

Yevmenov's release took place against the background of the Russians' catastrophic defeats in the Black and Azov seas. Russian ships were vulnerable to Ukrainian naval drones.

On September 13, 2023, the Rostov-on-Don submarine and the large amphibious assault ship Minsk were hit as a result of a missile attack on the Severmorzavod.
