In 1993, shortly before his resignation from the post of the head of the Constitutional Court, Marat Baglai advocated the introduction of temporary registration at the place of residence, stressing that it should be permissive, not notifying.
He reminded that the abolition of the requirement to register at the place of residence contradicts the Constitution.
The judge constantly reminded that the Constitution, in addition to the right of a citizen to freedom of choice of place of residence, also provides that the freedom of one citizen should not restrict the freedom of another.
However, his proposals were actively criticised by dictator Putin.
The Kremlin leader actively opposed proposals to restrict the rights of Russians to choose their place of residence and movement.
In 2001, he stated that "we cannot go down the path of restricting the rights of Russian citizens to choose their place of residence and movement".
