In mid-December of this year, a meeting of the so-called Institute of the CIS countries was held in Moscow, according to the DIU. It was at this meeting that there were calls to launch another information and psychological campaign against the military and political leaders of Ukraine. For this, Russians will use "the next presidential election" topic.

The Kremlin aimed to undermine the legitimacy of the President of Ukraine — DIU

Russia has planned another hybrid campaign against Ukraine.

The Defence Intelligence of Ukraine (DIU) reports this on Telegram.

In mid-December 2023, a meeting of the so-called Institute of the CIS countries took place in Moscow, which is under the complete control of the administration of the Russian dictator and is financed from the budget of the aggressor state.

The topic of the meeting was the war against Ukraine.

According to the DIU report, during the discussion of the prospects for further military confrontation, the Kremlin's so-called experts concluded that the Ukrainian command switched to positional defence with the aim of:

  • disruption of the Russian offensive in the winter and spring of 2024; strengthening of defense lines;

  • strengthening of the air defense system;

  • accumulation of ammunition;

  • formation of a combat-ready reserve.

According to the Russians, such a scenario will make it impossible to take over Ukraine by force.

Therefore, Kremlin analysts emphasized the inadmissibility of any cessation of hostilities, Ukraine's preservation of access to the Black Sea, and the existence of a "pro-Western regime" in Kyiv.

Calls were also heard at the Moscow meeting to launch another powerful informational and psychological campaign against the top military and political leadership of Ukraine, using the theme of "the next presidential election."

The goal of the campaign is to undermine the legitimacy of the President of Ukraine and the leadership of our country among countries that are supposedly allies and partners of Russia, and - if successful - among Ukrainian citizens.

Maidan-3 information attack

On November 13, online.ua published an exclusive detailed material, "Panic, despondency, exasperation, attempts. Russia has launched a new "Maidan-3" information attack on Ukraine" about how Russian special services will try to destabilize the situation in Ukrainian society.

Russia plans to raise some of the fundamental topics that concern Ukrainians: general fatigue from the war, the so-called "futility of resistance", corruption, the suspension of aid from international partners, the inefficiency of political leadership and various "conspiracy theories".

The leading information attack aims to discredit certain state structures and representatives of Ukraine's political and military leadership.

Also, the Russian Federation is preparing assassination attempts on officials to show that Ukraine is incapable of protecting its iconic figures.

The Russian information operation "Maidan 3", about which Volodymyr Zelenskyy said, is aimed at exacerbating the contradictions in Ukraine and spreading fear and panic.

The DIU representative Andrii Chernyak commented on this future info attack.

"Maidan 3" became the most expensive Russian informational special operation against Ukraine since 2014 and the Revolution of Dignity, on which the Russians spent tens of millions of dollars to discredit. The total budget of the operation reached $1.5 billion, and $250 million went to Telegram for its management.

According to him, this is Russia's most expensive campaign since, along with the Revolution of Dignity, on which the Russians spent tens of millions of dollars to discredit.

Information and information-psychological operations are carried out by units created in all Russian special services, particularly in the Russian military intelligence and the FSB, under the Russian Ministry of Defense and Putin's administration.
