Croatia had a split between the country's PM Andrej Plenković and President Zoran Milanović. They cannot agree on the possible sending of their soldiers to the territory of Ukraine.

Despite the fact that Plenković announced that his country was not going to send its soldiers to Ukraine, Milanović's office still harshly criticised his statement.
According to the head of the government, official Zagreb will continue to help Kyiv, as before — economically, financially, militarily and humanitarian, but without direct participation in the war.
Plenković also recalled that in Dec. 2022, the Croatian parliament was only four votes short of approving their country's participation in the EUMAM training mission for Ukrainian soldiers.
Milanovich's team immediately issued a harsh comment.

Zoran Milanović is convinced that if there was no Croatian parliament and the president of the republic, it is obvious that "Plenković would have directly involved Croatia in the war in Ukraine."
The conflict between Plenković and Milanović over the war in Ukraine has been ongoing since the beginning of Russian aggression against Ukraine in February 2022.
Croatian PM Plenković accuses President Milanović of "Russophilism" and previously stated that he "acts as some Kremlin dignitary."
