In the city of Odesa, on January 22, 2024, at 6:50 a.m., while organising a trip outside the country, law enforcement officers detained the fifth member of a criminal organization that supplied low-quality clothing to the Armed Forces. According to the investigation, the suspect left for the city of Odesa approximately on January 17 and since then was preparing to cross the state border and leave the country. On January 19, at the request of prosecutors, the court granted permission for his detention.

Andriy Kostin also officially confirmed that the issue of selecting a pre-trial measure for the detainee has already been resolved.

The other four suspects are in custody.

What is essential to know about the Hrynkevich case

A few months ago, the State Bureau of Investigation initiated criminal proceedings on procuring clothes and underwear for the Armed Forces. The Lviv businessman's companies won 23 tenders for the clothing supply to the Ministry of Defense for over UAH 1.5 billion.

The investigation established that enterprises under the control of the businessman were involved in the execution of defence orders, which were previously engaged in construction and did not have adequate production, warehouse and other capacities for the production and storage of tangible property for the needs of the Ministry of Defense of Ukraine. This led to budget losses, according to preliminary estimates, of UAH 1.2 billion and disruption of supply.

Law enforcement officers also discovered complete non-fulfilment of six contracts. Under at least seven contracts, the enterprises delivered goods to the warehouses of military units only in small quantities but received state funds for complete fulfilment of obligations. Also, it was established that eight contracts were executed with a delay of 3 to 5 months.

In addition, the analysis of foreign economic contacts and customs documents of the specified enterprises revealed facts of the overvaluation of the goods supplied to the Ministry of Education and Culture.
