The Office of the Prosecutor General (OPG) of Ukraine declares that all violent crimes and murders of participants in the Revolution of Dignity in 2013-2014 were committed by Ukrainian law enforcement officers on the orders of the then authorities and under the influence of the Russian Federation.

There were no Russian snipers on the Maidan in 2013-2014

The head of the Department for Maidan Affairs of the Prosecutor General's Office, Oleksiy Donskyi, made a statement in this regard during a briefing in Kyiv on February 20.

According to him, there were no Russian snipers on the Maidan during the Revolution of Dignity.

If someone would like to hear that there were Russian snipers and Russian law enforcement officers on Maidan (Maidan Nezalezhnosti (Independence Square) is a place in Kyiv where the Revolution of Dignity took place) — there is no such thing. This is a beautiful version that is not based on facts. It was Ukrainian law enforcement officers who were killing and committing violent crimes, and they were receiving instructions from the Ukrainian authorities.

Even though Ukrainian law enforcement officers committed the crimes, one cannot ignore the fact that the Russian authorities had a massive influence on the adoption of these decisions during the entire course of events that took place during the Revolution of Dignity.

Oleksiy Donsky officially confirmed that the specific facts of this influence are at the level of evidence that will be presented in court.

20 Russian FSB employees and SSU employees have already been declared suspicious

The OPG representative also commented on the impact on the organisers of low- and medium-level crimes.

According to him, suspicion has already been announced against 20 employees of the Russian FSB and SSU (Security Service of Ukraine) employees, "who jointly interacted in information activities."

This was not purely propaganda activity but, in fact, a way to legitimise the illegal actions organised by the Ukrainian authorities and committed by Ukrainian law enforcement officers, Oleksiy Donsky noted.

He also said that 20 FSB employees, including five generals, came to Ukraine several times and, together with SSU employees, made relevant information materials that became the basis for committing certain criminal acts.
