Ukraine's parliament to finalise bill on mobilisation before the second reading

The profile committee of the Verkhovna Rada will finalise the new bill on mobilisation, which was adopted in the first reading on February 7. Several points are already in the works.

What they want to improve in the new bill on mobilisation

The head of the Servant of the People faction, Davyd Arahamia, said that "everyone has questions" regarding the government draft law No. 10449 on strengthening mobilisation adopted in the first reading, which the specialised committee will work on before the second reading.

In particular, Arakhamia listed three bil aspects that will be worked out:

  • regarding people with disabilities and those who care for them, they want to leave everything in the current legislation;

  • they will review the approach to graduate students — there is no final solution, "they will look for a compromise";

  • account blocking.

Arakhamia called the last item in the bill "an unacceptable norm", which, according to him, is hardly supported by anyone in the Parliament.

These are questions that are already in the works. We are also working in an inter-factional working group on other items of the draft law. He said, "We have to balance the interests of the military command, business and citizens".

Also, according to Arahamia, parliamentarians will review the approach to graduate students again. The MP noted that there is no final decision yet — they will seek a compromise.

What is known about the new bill on mobilisation

On February 7, the Verkhovna Rada supported the government bill on mobilisation in the first reading.

Earlier, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, stated that the new version of the draft law on mobilisation contains several norms contradicting the Constitution of Ukraine. However, in the first reading, he called on the Parliament to adopt the bill.

On January 30, the Cabinet of Ministers approved and submitted to the Verkhovna Rada the updated draft law on mobilization.

The updated bill proposes introducing measures of influence on evaders, which court decisions can apply.

In the bill on mobilisation, the Cabinet of Ministers proposes to accept men who will join the civil service for the first time only with basic general military training or military service.

The exception is only those who have been found unfit.
