The Head of the Resource Support Department, who signed the contracts for the supply of dry rations, is currently under investigation in criminal proceedings, including on other charges.

Despite not having expired yet, some of the dry goods that were delivered last year were found to be spoilt. The goods of inadequate quality will be withdrawn and the department responsible for procurement will be disbanded.

This was reported by the Ministry of Defence of Ukraine on Facebook.

According to the ministry, some of the sets purchased last year had damaged jam packaging, despite the fact that the products had not yet expired. They are currently stored in the Armed Forces' warehouses, but the ministry has already stated that all the dry goods of inadequate quality will be withdrawn.

The kits are prohibited for distribution. In the near future, the Logistics Forces Command will receive a new batch of dry rations from the Ministry of Defence, the officials explained.

According to the ministry, the damaged kits were purchased by the Department of Resource Support in 2022 without quality control.

Now this department is in the process of liquidation, the ministry explained.

The Department of Resource Support was responsible for all procurement decisions of the ministry: determining the quantity, cost and procedure of procurement. This created corruption risks. To avoid them in future work, the department's functions were divided between different units:

  • the Procurement Policy Department,

  • the procurement agency State Logistics Operator,

  • Planning Department.

At the same time, the Ministry of Defence added that the manager who signed the contracts for the supply of dry rations is currently under investigation in criminal proceedings, including on other charges.

Deputy Defence Minister Dmytro Klymenkov said that starting in December this year, the State Logistics Operator agency will be responsible for purchasing food for the army.

Damage was caused to military unit in Chernihiv Oblast

The Internal Audit Service of the Ministry of Defence, in cooperation with law enforcement agencies, conducted an inspection of a military unit in Chernihiv region.

The auditors found violations that resulted in losses to the state in the amount of 38.8 million UAH.

In particular, the largest of the four violations is the unjustified overstatement of the cost of generators purchased in 2022, which caused 37.1 million UAH in losses.

The audit found that the military unit's officials entered into additional agreements with suppliers that significantly changed the terms of the contract. As a result, 163 fewer generators were purchased than required.

Moreover, in the period from October 2022 to April 2023, when generators were critically needed by the military, most of them were not delivered to military units but accumulated in warehouses. The share of generators issued for use did not exceed 15% of the purchased ones.

Other violations totalling 1.7 million UAH were also identified.

The Ministry of Defence has decided to pass the materials on to law enforcement agencies regarding violations by officials, in particular the commander of the military unit, which led to losses from the state budget.

We will continue to systematically identify errors and violations. This is systematic and uncompromising work. According to the law, we consider obstruction of internal audit to be a criminal offence. We need a strong organisational immunity from financial abuse, commented the Deputy Defence Minister Yuriy Dzhyhyr.

The statement on this matter was made by Deputy Foreign Minister of the Russian Federation Sergei Ryabkov in an interview with Russian propagandists.

The latter tried to intimidate Donald Trump's team, emphasizing that potential US strikes on Iran would have "catastrophic" consequences.

Threats are indeed being made, ultimatums are also being made. We consider such methods inappropriate, we condemn them, we consider them a way for the US to impose its will on the Iranian side.

According to him, they only "complicated the situation."

The consequences of this, especially if strikes are carried out on nuclear infrastructure, could be catastrophic for the entire region, — Sergey Ryabkov fears for the United States.

What is important to understand is that Donald Trump recently publicly threatened that the US would bomb Iran and impose secondary tariffs if Tehran did not sign a new nuclear deal.

The Ukrainian government has officially expanded the reservation of military personnel for critical infrastructure and defense sector enterprises. The new rules are aimed at ensuring the stable operation of key sectors of the country's economy and defense.

Points of attention

  • The Defense Procurement Agency (AOP) and the State Logistics Operator (SLO) are now eligible to book employees, with applications for reservation exclusively accepted through the 'Diya' portal.
  • Bookings made after updating critical business status are valid for up to one year, emphasizing the importance of complying with the new requirements for continued booking eligibility.

Details of the new Cabinet decision

According to the government's decision, the reservation quota for enterprises providing water supply, wastewater treatment, waste management, and servicing critical infrastructure has been increased from 50% to 75% .

In addition, requirements for energy companies affected by the war were canceled, primarily regarding an average monthly salary of at least UAH 20,000 and the absence of tax arrears.

The Defense Procurement Agency (AOP) and the State Logistics Operator (SLO) have been added to the list of enterprises that can book employees.

You can submit an application for employee reservation exclusively through the "Diya" portal, the Ministry of Economy notes.

What is important to understand is that the reservation will be displayed in the "Reserve+" application and will be valid for up to one year.

As mentioned earlier, starting April 1, only companies that have already updated their criticality status in accordance with the new requirements will be able to continue booking their specialists.
