Ukrainian Ministry of Defence disbanding the department for non-transparent work
Despite not having expired yet, some of the dry goods that were delivered last year were found to be spoilt. The goods of inadequate quality will be withdrawn and the department responsible for procurement will be disbanded.
This was reported by the Ministry of Defence of Ukraine on Facebook.
According to the ministry, some of the sets purchased last year had damaged jam packaging, despite the fact that the products had not yet expired. They are currently stored in the Armed Forces' warehouses, but the ministry has already stated that all the dry goods of inadequate quality will be withdrawn.
According to the ministry, the damaged kits were purchased by the Department of Resource Support in 2022 without quality control.
The Department of Resource Support was responsible for all procurement decisions of the ministry: determining the quantity, cost and procedure of procurement. This created corruption risks. To avoid them in future work, the department's functions were divided between different units:
the Procurement Policy Department,
the procurement agency State Logistics Operator,
Planning Department.
At the same time, the Ministry of Defence added that the manager who signed the contracts for the supply of dry rations is currently under investigation in criminal proceedings, including on other charges.
Deputy Defence Minister Dmytro Klymenkov said that starting in December this year, the State Logistics Operator agency will be responsible for purchasing food for the army.
Damage was caused to military unit in Chernihiv Oblast
The Internal Audit Service of the Ministry of Defence, in cooperation with law enforcement agencies, conducted an inspection of a military unit in Chernihiv region.
The auditors found violations that resulted in losses to the state in the amount of 38.8 million UAH.
In particular, the largest of the four violations is the unjustified overstatement of the cost of generators purchased in 2022, which caused 37.1 million UAH in losses.
The audit found that the military unit's officials entered into additional agreements with suppliers that significantly changed the terms of the contract. As a result, 163 fewer generators were purchased than required.
Other violations totalling 1.7 million UAH were also identified.
The Ministry of Defence has decided to pass the materials on to law enforcement agencies regarding violations by officials, in particular the commander of the military unit, which led to losses from the state budget.
