The Verkhovna Rada plans to reduce budget expenditures if the United States does not agree to allocate funds for further assistance to Ukraine.

What is known about the scenario in the absence of US aid

According to the head of the parliamentary committee on budgetary policy, Roksolana Pidlasa, Ukraine will have to survive January with a significant reduction in budget expenditures due to the lack of US aid.

However, she believes that the reason for optimism is the preservation of bipartisan support in the US Congress.

According to Pidlasa, the most realistic scenario is the approval of further aid to Ukraine by the end of this year.

Undoubtedly, there are some radical Republicans who do not support Ukraine and believe that it is necessary to reduce support, but all congressmen who analyze the situation understand that the funds directed to the military support of Ukraine mostly remain in the United States, the budget committee chief emphasized.

She explained that the funds allocated to help Ukraine are mainly used to support defense production in the US.

In particular, as Pidlasa noted, not a single MANPADS Stinger has been produced in the US since 2005, and only after the US began supplying them to Ukraine, the Pentagon signed a $624 million contract for their production to replace those in storage sent to our country.

Even if by the end of the year a decision on the provision of funds from the USA is not made, we will manage in January. And the state budget will be fulfilled. But here it is necessary to understand that this concerns financing not only from the USA, but also from all international partners of Ukraine. If we have an underfunding of the state budget, that is, the deficit will not be fully covered, it will mean a big reduction in state budget expenditures, the budget committee chief warned.

Under this pessimistic scenario, those expenses will be reduced currently directed to support Ukraine's economy.

In particular, all capital expenditures, all business support programs will be reduced. If there is not enough funding, then there can be no talk of any recovery in 2024 either. In addition, of course, we will continue to talk about the redirection of taxes from the local level to the level of the state budget so that we can ensure the fulfillment of all our obligations to the employees of the budget sphere, regarding social payments, Pidlasa warned.

  • In the Kupyansk direction, Russian occupiers attacked the positions of the Defense Forces seven times in the areas of Golubivka, Novaya Kruglyakivka, and Zagryzove, and three clashes are currently ongoing.

  • In the Lyman direction, the invading army carried out 12 attacks on Ukrainian positions near the settlements of Nadiya, Hrekivka, Nove, and Katerynivka. Four clashes are still ongoing.

  • In the Siversky direction, our defenders are repelling an enemy attack in the Ivano-Daryivka area.

  • In the Kramatorsk direction, Ukrainian defenders repel two assaults by Russian invaders. The enemy is trying to break through in the Kurdyumivka and Orikhovo-Vasylivka areas.

  • In the Toretsk direction, our defenders repelled five attacks by the occupiers near Dachny, Druzhba, and Toretsk, and another combat clash is ongoing.

  • In the Pokrovsky direction, the Russian invaders made 26 attempts to push our defenders from the occupied positions in the areas of the settlements of Kalynove, Tarasivka, Elizavetivka, Pishchane, Udachne, Uspenivka, Preobrazhenka, Nadiivka and Andriivka. The defense forces are holding back the onslaught and have repelled 24 enemy attacks, two clashes are still ongoing. The settlement of Bahatyr was subjected to air strikes.

  • In the Novopavliv direction, the enemy tried three times to break through the defenses of our defenders in the areas of Rozlyv and Rozdolne.

The situation on the Toretsk front has worsened

In the Torets direction, the enemy is actively pressing, using all components. Artillery activity is not decreasing, reconnaissance activity of drones has increased, the aviation component has increased, and damage is inflicted using anti-aircraft missiles along logistical routes, including.

He noted that Russian troops are trying to use flanking assault operations. They have also increased their activity in the area of Panteleimonovka, which belongs to the Torets direction.

In the Kramatorsk direction, there is currently no activity in assault operations, but the enemy's activity there in terms of using artillery is not decreasing, and it is also not decreasing, but on the contrary, the activity in terms of personnel movement measures is increasing, as well as the largest number of records of personnel negotiations regarding movement from one area or another.

Zaporozhets also reported that in the Kramatorsk direction, the Defense Forces are recording logistical measures to transport ammunition, provisions, and discharges from UAVs.

The enemy is actively accumulating there now and, most likely, is planning some further assault actions there, using more manpower. Perhaps some mechanized component will be added over time, but we have not recorded such a component at the moment.

He said that over the past 24 hours, 33 clashes have occurred in the operational zone of the Luhansk OTU, 25 of which were in the Toretsk direction and 8 in the Siversk direction.
