Deputy Minister of Defense Vitaly Polovenko conducted unscheduled inspections of military warehouses in the eastern and central parts of Ukraine

The goal is to control the quality and delivery of a daily field set of products (dry rations for the military).

This is reported by the Ministry of Defense.

According to Polovenko, he received many complaints about rations.

The 15th field set includes 14 types of menus with full dishes. For example: borsch, soups, various porridges with meat and vegetables, coffee, tea, honey, jam, rye and wheat crackers, galettes. The energy value of one ration should be at least 3,500 kilocalories.

That is, these two field sets actually have different purposes. If a soldier goes on a business trip for several days, the 10th norm will be quite enough. But, if the military performs relevant tasks and stays outside the PPA for several weeks, they definitely need the 15th norm. Unfortunately, a situation has arisen where some fighters are offered only the 10th norm.

In addition, the Deputy Minister of Defense emphasized that the last purchase of rations of the 15th norm took place at the end of 2022. The entire batch was withdrawn due to non-compliance with laboratory requirements.

It is important that servicemen have both standards of field kits available. Over time, it is planned to move away from canned food and feed our defenders with full meals. After all, we are clearly aware that high-quality and safe food for the military is also a guarantee of our security.

Therefore, the Command of the Logistics Forces should organize the supply of dry rations and as soon as possible form the need for the purchase of the 15th rate of rations. When the Ministry of Defense receives this need, the State Rear Operator will conduct procurement.

DOT will purchase products for the Armed Forces without Prozorro

In order to provide the Armed Forces of Ukraine with food on time, the State Rear Operator (DOT) will conclude contracts with suppliers within the limits of current legislation without using the Prozorro electronic system.

This is stated in the DOT release.

It is noted that now the key task of the DOT is to ensure the continuity of the supply of food for the military from the second quarter.

In order for the provision to be timely, we will conclude contracts with suppliers within the limits of current legislation without using the Prozorro electronic system, - said Arsen Zhumadilov, General Director of the State Rear Operator.

The institution believes that increasing the manageability, accountability and transparency of the processes will be achieved due to the IT system for collecting applications for the supply of food to military units, developed by the DOT team.

According to the head of the Ministry of Defense, Rustem Umerov, the first stage of the reform of military medical commissions has been completed. In fact, this means that from April 1, all VLKs must issue their conclusions electronically.

  2. data automatically enters the Oberig registry;

  3. information about suitability or non-suitability and the date of passing the VLK are displayed faster in the Reserve+ application;

  4. You no longer need to personally bring documents to the CCC.

Since March 1, we have been preparing the system for launch: VLK employees have been training, registering in the electronic office. The teams from Dnipropetrovsk, Kharkiv, Vinnytsia, Lviv, and Khmelnytskyi regions have been the most actively involved in the transition.

As Umerov noted, the reform of the VLK is part of a large-scale transformation that the Ministry of Defense is implementing together with the Ministry of Health, the General Staff of the Armed Forces of Ukraine, and international partners.

This process is being supported by the governments of the UK and Germany, the BRDO Effective Regulation Office and the Special Defense Advisor Program.

Ukraine2EU is co-funded by the EU, Denmark and Lithuania, and was recently joined by Sweden.

The main goal of this program is to support Ukrainian institutions in managing the EU accession process and implementing the necessary reforms.
